Most companies tolerate private calls on a company phone, but want an overview of them and, when the amounts get larger, to deduct them from the employee's pay. The trouble is that the carrier's itemised bill shows only line numbers, not extensions, and incoming calls are not in it at all. A call accounting program sees every call from the PBX together with the extension and the name of the person who made it.
Employment law differs from country to country, but the principle is the same across the EU: monitoring of work tools must not be secret. Under Article 13 of the GDPR you have to inform employees in advance about the purpose and the scope of the processing, and in many countries the works council has to be consulted as well.
